According to the brochure, people starting a business can be exempt from pension payments/contributions for up to three years (see page 17).
I know that self-employed people can opt to pay 50% of the maximum contribution for the first three years, but not that they can be exempt.
I would highly recommend downloading it if you have any questions related to social insurance or pensions.
